JOB FUNCTIONS
1. Review Activities and Resources
Reviews proposed activities and budget needs at the Provincial level. Provides inputs and recommendations. Checks the resources needed for provincial operations, including personnel, materials, and logistics. Also, follows up with concerned units, works with field staff, and assigns resources as needed.
2. Provide Technical Support
Provides technical assistance and supervision to Municipal Links and field implementers. This is done through consultations, meetings, dialogues, case conferences, spot checks, and mentoring. Also, checks their work and helps them meet their tasks and targets.
3. Support Advisory Committees
Checks the work of subordinates and provides technical support. Ensures that all advisory committees and action teams in the province are working properly. These include Municipal, Local, and Provincial Advisory Committees and Action Teams.
In addition, reviews the program situation in the province. Holds meetings with stakeholders to discuss issues and concerns. Also, works with them to help solve problems and support the program. This includes supply-side needs, advocacy, coordination, and the use of community resources.
4. Monitor Provincial Systems
Monitors and supervises system operations at the provincial level. Ensures that documents and system requirements are handled on time.
This includes:
- Timely and complete submission of update forms
- Sharing and completing CVS forms with partner agencies and stakeholders
- Retrieval and submission of forms to RPMO
- Response to queries and complaints
- Validation of GRS cases
- Conduct of cash grant releases
5. Review Provincial Caseload Reports
Reviews and monitors reports on the provincial caseload. These reports include:
- Registration and Enrollment-IDs, Oath of Commitment, and LBP forms
- Household data updates
- Verification of compliance for households, children, schools, and health centers
- Updates to the library of schools and health centers with the ITO
- Grievances and complaints received, answered, and resolved
6. Monitor Local Government Units
Monitors Local Government Units and partner agencies. Ensures that they meet the supply-side needs of the program.
7. Coordinate Program Work
Works with cluster focal staff and C/MLs in the implementation of 4Ps within the cluster area down to the Municipal level.
8. Assist With Case Management
Assists City Links and Caseworkers with case management. This includes households with family problems or members facing difficult situations.
Cases may include:
- Child and women abuse
- Children in conflict with the law
- Marital conflict
- Systems-related cases
9. Coordinate With Partners
Works closely with partner agencies, LUs, and other stakeholders at the municipal level through the Municipal Link.
The goal is to support compliance checks, support services, and other program needs. The partnership work of SWO III may focus on NAS, schools, health facilities, and other concerns.
10. Prepare and Review Reports
Collects and reviews periodic reports, case summary reports, issues, and recommendations from City/Municipal Links. Provides inputs and sends the reports to the Operations Office for action by the Area Coordination/Provincial Link.
11. Assist With Performance Reviews
Assists in conducting performance evaluations of C/MLs.
12. Conduct Field and Case Work
Conducts:
- Interviews
- Home visits
- Field validation
- Counseling
- Case management of program beneficiaries
13. Assist With Supervision
Assists in supervising C/MLs and SWAs stationed in the City/Municipal Operations Offices.
14. Manage Caseloads
Ensures that the caseload of City Links and SWAs is suitable for the number of households, parent groups, and the geographic area assigned to each group.
15. Support Community Organizing
Ensures community organizing at the District/City level when resource mobilization has been used. The goal is to improve the well-being of partner beneficiaries.
16. Provide Referrals
Facilitates referrals and connects partner beneficiaries with suitable social interventions.
EXPECTED OUTPUT
The expected outputs include:
- Summary of activity proposals and budget needs of MLs
- Feedback reports on supervisory meetings with Municipal Links, Social Welfare Assistants, and provincial staff
- Feedback reports on technical assistance provided through meetings, consultations, field visits, spot checks, and mentoring, including issues and recommendations
- Monitoring report on LGU and partner agency compliance with supply-side requirements
- Feedback report on the operation of BUS, CVS, and GRS per municipality
- Consolidated caseload inventory
- Summary report on households/members who received case management, including the types of social interventions provided
- Summary of coordination with partner agencies and other key stakeholders on program requirements
- Monitoring report
- Accomplishment reports
